Why is eth1 in br-lan?

Must have added it there when trying to test different things
So, guess what, after removing eth1 from the br-lan, it works.
I believe the total set of steps to resolve this part of the issue was:
- Entirely reset the router
- Add eth1 to devices
- Add eth1 to interfaces
- Reboot modem
- Wait, bang head against wall
- Then celebrate
Now to make sure I don't stuff up the vlans
What should the base device be for the vlans?
You old config is probably spot on, now that you've got all the kmods installed.
Given @slh 's comments, I'm reluctant to trust my old configs and instead will rebuild it from scratch.
Since your modem doesn't appear to be bridged, you should be pretty safe anyway...
