I see a potential clutter problem in your wireless config, which may be responsible for the dongle not being started automatically.
There is this behavior of the wireless config, where you unintentionally plug in an already known Wifi dongle into a different USB port and then the kernel will incorrectly assume that it is a new different Wifi dongle, causing new Wifi config lines to be created.
the wireless config file does not reference dongle unique IDs, but USB port unique identifiers, when adding new dongles.
Multiple redundant radio configs for the same dongle and/or a cluttered wireless file with leftover dead USB dongle configs could cause actually attached Wifi dongles not being started automatically.
You can try to pay attention and reuse the exact same USB port once the Wifi dongle has been attached the first time.
There is also the option of using a different type of mapping for Wifi dongles in the wireless file: Link
I would recommend to first remove the redundant radio configs or delete the wireless file to restart from scratch. Unless you really have 5 radios in total.
You can also check the logs, if you have any suspicious USB log messages of repeated "up", "down" notifications of devices during startup, which would be a clue of lack of USB power during startup (for raspberrys a too weak PSU is a common issue once USB equipment is attached). Which can also lead to a booted system with inactive radios.
Your usb dongle,is radio3,radio4,and radio5. It should be only radio3.
I have found this to be absolutely true.
When you want to add USB dongles plan it out; once OpenWrt assigns an USB device to an USB port address OpenWrt does not like it being moved.
I had a developer tell me, that, to their knowledge, OpenWrt USB addresses are not 'sticky' but I have learned something goes sideways when they are moved around.
All dongles: network, wifi, storage etc.
