Easily available, as in master snapshots, 23.05-snapshots (or the upcoming 23.05.0-rc1 release candidate), yes.
ar40xx being very 'special' and quirky in regards to VLANs is (was) a known issue, this has been resorted with the new DSA based drivers fixing this - the difference is so major that any snapshot is preferred over the previous swconfig based releases if custom VLANs are desired.
