I use the openwrt snapshot r22322 as lxc host.
lxc-snapshot does not create snapshots

No. My Router "Dynalink DL-WRX36" is currently only supported via snapshot.
LXC snapshots rely on the underlying storage technology to create sparse copies. Presumably you're not using BTRFS, ZFS or LVM storage? The directory backend doesn't support snapshots.
