Howto create readonly or unprivileged user for LuCi web interface?

Well, there is now the first version of user authorisation control as "luci-app-acl" in the LuCI master by 82a469f , so the user access controlling is getting built into the main code.

Note: it is experimental, only in master, not in 19.07 or 18.06

I will close this old issue ticket, as the ACL approach is getting implemented in the main code.
