There is any luci-app available for ipsec ,if not then how to develop front end for ipsec in openwrt

There is none.
If you want to develop one, the same principles apply as for any other luci app, for which plenty of examples exist in the repos. The only thing I'd add, would be to use the new ways via client-side javascript and ucode, rather than lua. However, IPsec isn't exactly trivial (many different configuration approaches with different conditions), which doesn't exactly make it easy.
