You need to use force option in lan and guest config in dhcp. It should help in some situations.

config dhcp 'lan'
    …
    option force '1'

config dhcp 'guest'
    …
    option force '1'

I did that(cold start) too

Try to restart your router after the change. It's best to start from a cold start.
