I can find tailscale-1.82.0-r1.apk in the snapshots, but not the .ipk version I need for a 23.05.5 system still using OPKG. Can someone point me in the right direction to find it if one even exists? I don't suppose there is an .apk to .ipk conversion program?
Newer version of Tailscale (and some other packages) can't be built for stable releases because they require newer versions of Go, which are not backported. There is no agreement about what to do about packages like Tailscale in stable that are being continuously updated:
Your option is to cherry pick the newer Go and Tailscale commits and build them yourself using the SDK, or comment in the above thread to try to bring more awareness to this issue.
The openwrt build system compiles Go (golang) before it can compile the tailscale source code. I've run into the exact problem you mention compiling it on my own and I was hoping someone had already done it. I am not quite at the level to edit the golang Makefile in the openwrt build system to just build the newer version. Has someone else done so? Here's the latest Makefile in the openwrt build system.

define Package/golang/Default/description
The Go programming language is an open source project to make
programmers more productive.
Go is expressive, concise, clean, and efficient. Its concurrency
mechanisms make it easy to write programs that get the most out of
multicore and networked machines, while its novel type system enables
flexible and modular program construction. Go compiles quickly to
machine code yet has the convenience of garbage collection and the power
of run-time reflection. It's a fast, statically typed, compiled language
that feels like a dynamically typed, interpreted language.

Just take the Makefile from the master branch:
That was the Makefile I could not find, but I have another problem so I'll have to abort for now. Thanks for the assist. I can't compile it on a Raspberry Pi 5.
Makefile:459: *** go-bootstrap cannot be installed on linux/arm64. Stop.
I got it done on a x86 system. Mostly for my own reference and notes, but if anyone else wants the package too...
