I’d like to make use of UCI to store and update certain values used in my service. Is it possible to install it somehow on regular linux to avoid necessity to make and upload the package to the OpenWtr device each time I want to check my code after smallest change?

yes, but it does not change anything. To test it, I still need to make a package, send it to the VM, install package and run a program. It does not make any difference if I send it to VM or real router that is in my LAN.
Sorry, I misunderstood you. I thought the idea is to not play with an operating router and wear out its flash memory.
