I would like to know if there is a way to simulate ath11k driver as a virtual machine?

there's not much relation between the ath11k driver and a virtual machine ...

but you might want to simulate the HW supported by the ath11k driver, in a virtual machine ?

I'm sure QCA is emulating their hardware in the design process, but on 6-7 figure FPGA arrays and they won't give you their VHDL…

So no, you can't emulate a WLAN card (aside from the fully virtual hwsim, which has nothing in common with ath11k). If you need/ want this (and if hwsim doesn't do), a small x86_64 board and ath11k card are cheap in comparison.
