Is there a way how to see wifi clients that is not connected, but around AP?(usteer,dawn)

Is there a way I can get list of wifi devices that is not connected to curent AP.
Like to see devices around the spot
I tried to look for it but nothing could find..
I need to see a MAC addres and level to the device

2 AP would work perfectly fine but when 3 or more there needs to mesure levles from nearest APs as well

i tryed this but id doesnt return anything

i tried usteer
and i can get

but the thing is those signals measured only once when client connected and after that it doesn't measure signals anymore! that is the common problem

so how constantly get levels from other AP to the client?
Maybe there is a way using probe requests, but how to make such probes

client 70:8a:09:df:f1:bc being connected to AP3 sending rrm_beacon_req to bssid: e0:e1:a9:7d:f8:bf(AP1) on channel 1
and responce is a string which does not changes no mater where the client is

maybe hostapd-common is not the best but if i install hostapd full wifi doesnt work anymore conflict with wpad

There is a monitor mode to activate in luci under wifi radio that show all transmitters around.

No it is not it.
I need to get information from a client how the client can see other AP not being connect to the other AP.
Or other AP can see all the clients devices around that is not connected to them
