Sorry, I thought you were on another 22.03 RC version.
Try resetting your router to defaults on 21.02.3 and then run the test. Then upgrade to 22.03RC5.
It seems like upgrading to 22.03RC5 has completely solved the issue.
I'm getting the full speed once again and the system log confirms the establishment of 1Gbps interface connection:

In case this information is useful, restoring the 21.02.03 version to default settings did not fix the problem, I was still getting ~95mb/s speed.
I greatly appreciate everyone's help. I believe I can mark the issue as solved now.
