Installed the packages but still showing this

I have installed libpam-dev , liblzma-dev , libsnmp-dev yet then its showing ... please help me with the solution .. .I am using LEDE 17.01 ... for a specific purpose I need to use this version so cant switch to the latest one ..

Brand new policycoreutils only exists and works in master, not in 17.01.

If you want that in 17.01, you need to do all the backporting work, for all related components.

New stuff is not added to old deprecated stables branches...
