Install Issues-Failed to send/File push Issue

I have been able to install the initial install version of Openwrt on the device(following guides).
I was trying to use wget to install the release to permanently and finalize Openwrt. Unfortunately, I receive the error "Failed to send request: Operation not permitted.
I have searched and do not know how to correct on my device. I have downloaded sysupgrade.bin to my hard drive. I could not push file to the router thru pumpKIN.
I am looking for suggestions how to correct error and/or push file to router to finalize. I do not believe this is a router specific issue.
Device Luma (wrtq-329acn)

Note requested Luma specific help without any results, so now revised for generic help.

Basic question...but did you connect and setup the router to an Internet connection?

To be clear, were you on the step after booting OpenWrt from RAM?

If so, in most cases, you browse to Firmware upgrade page in the web GUI or sysupgrade.

I had completed opkg update, opkg install uboot-envtools
I changed to temporary directory. I tried to use <wget https://downloads.openwrt.org/releases/21.02.2/targets/ipq40xx/generic/openwrt-21.02.2-ipq40xx-generic-luma_wrtq-329acn-squashfs-sysupgrade.bin>
Taken from https://parkercs.tech/flashing-openwrt-to-luma-mesh-routers/
At this step, it failed.

I will try next time using http.
I am new to Linux commands so I am not familiar with scp.
I have the file on my hard drive, but not sure how to push to router and what ip address. I think it changes after initial install of Openwrt?? I had no luck with pumpKIN.
Also, LuCI is not installed, as per guides recommendations should install after permanent(sysupgrade) has been completed.

Again, HTTPS didn't work in older versions without packages; and OpenWrt doesn't run HTTP on that server.

Sorry I must have misunderstood your previous suggestion to try http.

opkg update-I am running because everytime I disconnect power I go back thru the process to install initial Openwrt. If there is a way to load from power on, I do not know how to get to it to run.
I will look at scp to try to get this file for luma device.

I think this is partial command I need to use:

I'm behind another router dhcp while I try to install openwrt. Thus, from putty window above should I set the ip to 192.168.1.192?

PuTTY????

You need a computer with scp installed.

Im not sure if PuTTY does it.

You enter the IP of the device
When flaahing, connect only to the device you want to flash

PuTTY itself does not, but its author also offers pscp alongside the putty downloads.

But Microsoft's openssh (client-) support for windows 10/ 11 also provide ssh and scp.

I changed my setup to be modem-LUMA(needing upgrade). There were a few errors but it finally downloaded and upgraded. Unfortunately the 3rd Luma did not finish sysupgrade and cannot seem to do anything with in putty.

This is a different issue as seen in code, but still install issue. I kept the thread going for install issues...?
