Import Skript Raspberry PI 4

I want to import the following in Raspberry IP 4. I know it is a very easy question but for beginners its tricky. So which program do I have to use and where can I import this Skript?

Either in /etc/rc.local to start on boot, or create an entry in /etc/rc.d/
