Ifup-failed event of netifd frequently calls hotplug.d, increased CPU load

I'm configuration my modem using the qmi protocol, my modme unable to properly registered in some environment, resulting in qmi dial-up connection will fail, at this point, the netifd frequently attempt reconnection, each a reconnection failure will be ifup-failed signal, I can ignore the signals in the hotplug, but I don't want to do so, I just need to reduce its frequency, what parameters can alter the frequency of netifd retry?
