How to open the eth0 and wifi device ar8021 and ar9283?

this is my ap specifications:

SoC: AR7242-AH1A CPU
RAM: 64MiB (NANYA NT5DS32M16DS-5T)
NOR Flash: 16MiB (MXIC MX25L12845EMI-10G)
Ethernet: 1 x PoE Gigabit Ethernet Port (SoC MAC + AR8021-BL1E PHY)
Wi-Fi: Atheros AR9283

is similar the mr12 ,i use sanpshot build openwrt-ath79-generic-meraki_mr12-initramfs-kernel.bin boot, wlan can open but eth0 can't start.i try to build mr13 form mr12 ,i use openwrt-ath79-generic-meraki_mr13-initramfs-kernel.bin boot ,eth0 can start but ath9k failed to initialize device so the wlan can't start.

i just modify the mdio0 eth0 and delete mdio1 eth1 in dts.

i don't know how to do can success initialize ath9k.please help me!
