How to enable 3G roaming?

Hi there, how can I enable 3G roaming on USB 3G modem (Huawei E3131s2)? On the phone I do it from menu, that makes me think that it is tied to device not SIM.
Something in /etc/config/network? Or series of AT commands to modem?

Router is TP-LINK MR-3220 with "old and unsupported" BB 14.07, but I don't think it plays any role in this question.

I think that is the only option, so nothing to do with OpenWrt.

In case of my modem response is:

So I think, I have roaming enabled.

"Hard" confirmation will be to test when my op BTS is down, it should roam to other op. (Play in Poland).
