How to build kernel.bin using OpenWrt (18.06)

Openwrt build creates sysupgrade.bin.
How do I create kernel.bin rootfs indvidually?. The Makefile does not have targets to build.

For any device. For example IPQ808x or IPQ40XX

It’s platform and device specific. For most NAND-based devices, sysupgrade.bin is a tar file containing kernel and rootfs images.
