And that right there is the thing I don't understand. We clearly show that your packets go to and from everywhere we cant test without any major delay or jitter...

iperf3 often reports meaningless numbers for the first jitter measurements, it's something wrong in the code in my opinion.

this value between 700 and 900 ms is everywhere, I saw it on fastcom, on my isp router and now here.. strange strange strange

if you run that iperf3 again, do you get similar numbers?

I ran the test at the same time as I play, I did it 3 times but the last 2 had no strange values

speedtest.serverius.net is currently working for TCP iperf3 testing (hangs on UDP)

I keep coming to the same conclusion: I believe the game is unplayable, but it is not because of network problems.

Yes, I wonder if anyone can come up with reasons for this? All the evidence suggests the network does what it's supposed to do! @Lynx suggested VPN to avoid ISP filtering. I know you have tried VPN in the past, if you try it now does it help in any way?

Do you play "Friendlies" apparently there's a long thread about how this is a known issue with the game even for people with good network connections.

From the site:

Reset your accessibility options to default in the main menu. That’s it, that’s all it took for me to fix my online issues. That was for friendlies online, if you are experiencing issues in rivals, weekend league, etc. there’s nothing you can do, that’s just EA scripting you and making you lag on purpose. PES for next year for me, I’m not dealing with this nonsense from EA again. Good luck!
