Google Wifi flash firmware failure

I tried on 2 AC-1304 routers. I successfully flashed the first one, but I encountered a failure with the second one. I also reset both routers to the stock firmware using the recovery image. I attempted using different USB sticks, and this type-C hub worked for the first AC-1304 router.

Sequence (I followed wiki)

Attach Type-C Hub and attach USB flash with flashed https://downloads.openwrt.org/snapshots/targets/ipq40xx/chromium/openwrt-ipq40xx-chromium-google_wifi-squashfs-factory.bin to it. I used https://etcher.balena.io/ to flash it.

Press "Reset" and connect Type-C Power Delivery cable.

Wait till it start blink orange-amber.

Release "Reset" button.

Click "SW7" button.

Wait for reboot.

Wait for purple blinks.

Press "SW7" again.

Attach Ethernet cable to the MacMini and AC-1304 router.

for some reason on the video purple looks like blue.

Before attaching the ethernet cable, I wait until the router has a solid blue light and is no longer reading or writing to the USB stick. I'm then able to ping 192.168.1.1, but for a number of my Google Wifi devices, I get prompted for a password (4 of the 6 I have) and can't figure out why or what the password would be.
