Weird, datasheet claims vfp3-d32 support. Maybe not completely.
Actually this device was designed reference to the armada-370-rd board, there were some info on the old openwrt forum:
https://forum.archive.openwrt.org/viewtopic.php?id=50173&p=17 (Post #403)
Sorry, there were more info about the vfpv3-d32:

And I've tried cortex-a9 + vfpv3-d16, my device also booted up successfully...
...but that's the default which didn't work earlier? I'd be careful with GCC 9.X as it seems to be more fragile than earlier versions for now.
Default was "cortex-a9 + vfpv3" not "cortex-a9 + vfpv3-d16", and "marvell-pj4 + vfpv3" also didn't work.
Found some info from:
https://gcc.gnu.org/onlinedocs/gcc/ARM-Options.html
‘+vfpv3’
The VFPv3 floating-point instructions, with 32 double-precision registers.
‘+vfpv3-d16-fp16’
The VFPv3 floating-point instructions, with 16 double-precision registers and the half-precision floating-point conversion operations.
So maybe my device didn't support vfpv3-d32?
Before that commit, the vfpv3=vfpv3-d16, after that commit, according to the gcc manual, the vfpv3=vfpv3-d32.
And armada 370 actually didn't support vfpv3-d32, so with vfpv3, my device got the "Illegal instruction" issue.
There is no gcc option vfpv3-d32.
Here is the datasheet for this CPU: http://www.natisbad.org/NAS2/refs/ARMADA370-Functional-Specifications-MV-S107979-U0-rev-B.pdf
Take look on page 35 for supported FPU. So it should of been working.
According to the gcc manual, the vfpv3 means vfpv3-d32, and before that commit, the vfpv3 option is actually vfpv3-d16.
But my device does not working with vfpv3 option...
