the box (19.07.2) can not find networks with cannel 13 2,4
I tested with a box 7312 (19.07.2),
this Box finded the other boxes with cannel 13 2,4 and can connect

Channels 12-14 are restricted in NA, and some other parts of the world previously. See wikipedia https://en.wikipedia.org/wiki/List_of_WLAN_channels#2.4_GHz_(802.11b/g/n/ax)
Most likely you need to configure the country , then restart the device. All the info is on openwrt’s documentation area : https://openwrt.org/docs/guide-user/network/wifi/wifi_countrycode
