I love openwrt firmware selector and especially love that fact that I can create a wifi at default boot to make some basic config changes.
I have an *.ipk file.
Is there a way for this file to be loaded at the time of file creation?

Not from the online firmware select.
No. There's no way to get an outside package into an ASU build (where "outside" means something not in the official OpenWrt package feeds).
For that you need to setup and use the image builder to added it to the image, or just go the easiest route and re-install it after you've done everything else.
