[Solved]Firewall.user is not applied each boot

so there are some custom chains that i've made using iptables.
i inserted those scripts at firewalls.user and compiled it.

Anyways, after i upload the new image and boot it, i cannot see it's applied at iptables
also when i reboot it.

if i manually type service firewall restart, it applies well if i check via iptables and it works perfectly that i supposed.

If i reboot after this, my customs chains are gone, and i have to type service firewall restart to apply it.

what should i do?
