can i use sqm on multiple interfaces to limit the speed on a sub network, like say 450/19 on wan but 10/10 on vlan30?

Yes you just make another sqm instance and specify br-vlan30 or whatever you have named that network.
The meanings of "upload" and "download" speed will be reversed compared to a wan interface (since traffic from a lan INTO the router is upload but traffic from a wan INTO the router is download).
