How is this device connected to internet?
Wget error 5 is SSL verification failure.
You might not have the ca-certificates package or ca-bundle package installed?
Or the router's date is off, so that date is not inside certificate's validity period.

Or download the ca-bundle package to your pc, and transfer the .ipk file to router with scp, and install it from ssh command line with opkg?

That usually happens when it's connected to the Internet (hence the inquiry).

A cable coming from isp , and connected with ppoe username and password, thats it ,
date -s hh:mm then verify with date
