Umm I think OpenWRT can only format in Linux formats? Shall I test it in F2FS? I might get back to you on this man.
Linux can format most formats, including exFAT, but it might require additional binaries/tools not available for OpenWRT.
This command will download the driver to read exfat filesystems, there are no tools available to format and check exfat in OpenWrt (as of 2017).
Ok OpenWRT doesn't recognise the disk if it's mounted in HFS+. I've installed the two HFS kmod, but the other HFS package it said to install wouldn't install.
Linux on a VM is both more useful to spend your time to figure out and a better overall solution for your problem. Format as f2fs or ext4 and then take your time learning how to VM since you won't ever actually need it

Going back to your initial issue of 100M partition this looks like partitioning issue.
Personally got my drive connected in ExFAT without any issues. I format it however under macOS but in Windows 10 shall be that same.
I have explained how to add hard drive to the router on my blog however as I am writing in different language I will give you couple command here.
opkg update
opkg install kmod-usb-storage kmod-usb-storage-uas
opkg install kmod-fs-exfat libblkid
opkg install usbutils
than check that your drive is detected lsusb -t
and ls -l /dev/sd\*
add also
opkg install block-mount
then you just need to mount it...
