Error "usb_claim_interface error -6" about RTL2832 cvb tuner

I've installed rtl-sdr to test my RTL2832 usb dvb tuner.
But when I run rtl_test, I get:

Failed to open rtlsdr device #0.

How to fix such issue?

The device is already in use, perhaps the "rtl_tcp" service was started?
