EasyRSA-3.1.7 directory under /root 501:dialout

hi all,
I have a directory under /root. Wondering if this one is necessary and if i can delete it ?
I suppose this is a bad wget .

# ls -la
drwxr-xr-x    1 root     root             0 Dec 19 09:44 .
drwxr-xr-x    1 root     root             0 Aug  4  2024 ..
drwxrwxr-x    4 501      dialout          0 Aug  6  2024 EasyRSA-3.1.7

it doesn't come with the standard image, that's for sure.
