By default, no. You will have to rebuild OpenWrt from source, with v4l enabled and may have to package up the modules (saa7134, tda9887)/ firmware you require. The bigger question would be what you then expect your OpenWrt device to do with this device support…
Yes, it's possible and others have done it in the past (and for a while it was even quite popular), but personally I would choose different hardware (and software) for this (e.g. I do run vdr with dvb-s2 and dvb-t2 tuners on x86_64 and Debian/unstable, but the RPi or the various sunxi platforms might also do).
Many thanks! I have OpenWRT deployed on x86 architecture, using it as router and v2ray client for x-ray VPN server, so hardware is not a problem, there are plenty of memory, cpu power and disk space. I just wanted to use it also for video surveilance with help of outdated but still working and in good condition AHD camera with BNC output. I wanted to use motion, but now as I see this packet is a bit outdated, so as mjpg-streamer
