Yes, if you use a stable release build.
Snapshot builds (for any model) will not include the web GUI. And in devices with 4MB flash, there isn't space to install it later. You have to flash an image with it built in.
The flash chip of these cheap models can be swapped to a larger one to make them considerably more useful (though still limited by their 32 MB RAM). You will need a W25Q64 or W25Q128 chip, SPI flash programmer, and moderate soldering skills.
