Do open vpn type services bypass ISP restrictions on traffic

My ISP has started using some sort of restrictions on traffic, do VPN's (paid or unpaid) prevent this or do they just encrypt the data?

Will the ISP just slow down all traffic because they can't see what it is?

  2. Speed restriction - NO, VPN will not help
  3. Counted traffic restriction (for ex: you have 1TB per month) - NO, VPN will not help

no, but VPN will slow down ALL your internet traffic, you could not do anything to avoid this

I am thinking the ISP has two purposes in their change, one is a blocklist of sites and the other is some sort of traffic shaping that throttles say torrents or gives increased priority for https traffic. I can feel the drag of this extra time.
