Sure it can help to do sqm on the OpenWrt box but the ISP box can still intervene when it's doing masquerade and other NAT shizzle.
It will be a bit tricky, but you can run sqm on the bridge (input and output) too, but not firewall-assisted like simple.qos or qosmate.

By serial number you mean MAC address or a secure element like in cable DOCSIS?

no it’s locked with a S/N number + it needs and optic fiber port which i dont have in my openwrt router
It has to be a CPU port where all traffic crosses, you can quickly test adding output tbf controller at half of expected bandwidth.
Usually when you set up the bridge dsa quickpaths are activated, so you need to make separate bridges and bridge them together with different ports (or vlan per port in pre-dsa swconfig) to make all traffic cross soc cpu. You kind of have outputs both ways which would be optimal places for input and output, but with present scripts you are stuck with mirrored input on one of them.
Got it, then it is secure element, minimal client device would be a SFP module with that secure element and correct wavelength laser, I suspect they are not willing to give you....
