Did this happen the first time you tried to start it or was it working before? What's the output of:
uci export dhcp; logread -e dnsmasq
can you upgrade to recent stable release 21.02.1 then check again?
(you can even create your own custom image via https://asu.aparcar.org/ by replacing dnsmasq with dnsmasq-full and sysupgrade, so after sysupgrade & reboot it will run dnsmasq-full. and no need to go through opkg update & remove & install cycle.)
