DNS with stubby on guest network

I followed these instructions to setup DNS over TLS on my LAN interface. I then followed these instructions to setup a guest network. At the end are steps to configure the firewall to allow DNS and DHCP. I was wondering a couple things:

  1. I already have a firewall rule to allow DHCP traffic (not sure how it was setup, but it's there), so why do I need another rule? However, I do need to follow the guide or else it does not work
  2. If I explicitly allow DNS through port 53, does this bypass DoT that I had setup for my lan?
