As for "why not?", the answer is "Marvell Prestera". The machine uses a powerful, managed switching / routing ASIC (the 98DX) in conjunction with a management CPU, but there's neither enough RAM nor enough hardware support for this configuration (Prestera switching hardware only has switchdev support).
