You're wasting time. These discoveries aren't new. You're only stealing credit for your so-called work - from those in the OpenWrt community. You were told this by @dlakelan over two months ago:

@lleachii is correct, there is nothing special within the kernel about this address range, it's treated like every address range. To be sure I just created a dummy device and gave it 240.0.0.1/4 as an address and then pinged it... it worked fine on my linux desktop machine. At this point I think you need to just get yourself a device and install OpenWRT on it and start playing with it. You may wish to complete a build as well, so that the various sources (such as the kernel) are extracted as they may have the restrictions on IP addresses that have been marked as Reserved that you keep asking about.

But, the development team at Avinta Communications, Inc. needs to expand the capabilities, not OpenWrt!

DHCP is ran by multiple packages that can be installed on OpenWrt, dnsmasq is installed by default.

OpenWrt does not develop any of them!

Long ago you were told that OpenWrt ran a Linux kernel, along with how to modify that kernel and standard Linux-based OS networking utilities.
