Client bandwidth control

Is there any module to Limit the internet speed and block/unblock connected devices??

I think that could be achieved using nftables rules - see e.g. here:

And nftables rules can be created using LuCi.

There may be other ways too though.

most phones and tablets use random MAC addresses, and will be quite hard to block.
the screen shot you posted is from some 802.11n device, the random MAC "problem"
problably didn't exist when it was designed.

I know it should be difficult to identify particular devices for Random MAC.
But how come these OEM firmwares remembers the connected devices when MAC is changed?
No matter if i use device MAC or Random MAC, it always identifies the device.
I have seen recent TP link and Netis devices to provide such bandwidth control features.
