Changing any mwan3 setting and issuing reload_config causes cellwan connection to cycle

When I change any setting in the mwan3 config using uci, then issue reload_config, I see the following log lines:

Thu Jun 20 22:11:09 2024 user.notice mwan3-hotplug[15745]: mwan3 hotplug on wan not called because interface disabled
Thu Jun 20 22:11:09 2024 user.notice mwan3-hotplug[15757]: Execute ifup event on interface cellwan (wwan0)
Thu Jun 20 22:11:13 2024 user.notice mwan3track[15968]: Interface cellwan (wwan0) is online

This happens regardless of whatever interface setting I'm changing (as well as other interfaces). The ifup causes the cellular connection to disconnect then reconnect. I need to prevent this. Is there any way to prevent this ifup and subsequent disconnect/reconnect on the cellwan interface?
