Change xx_XX.UTF-8 language and keyboard layout

I don't see where it explains how to configure the console to change the language and the keyboard layout.

I can't find the locales package

You can guide me where I put my hand on this.

Probably you shouldn't do it.
OpenWrt is not a general purpose Linux distribution.
Changing the root shell and locale may break some functions.
