Can't change luci language

I'm trying to change the ui language from English to Chinese by running the following commands:

opkg update
opkg install luci-i18n-base-zh-cn
reboot

But it's still English after rebooting.

The version is 21.02.0-rc3

luci > system > system > language and style [language]
