Can't access cable modem page from LAN, on a Arris CM8200A

Try unplugging the coax and factory resetting the modem. I've heard that sometimes it'll let you access the web interface until it picks up the config from your ISP.

OK... Finally... Figured out what was going on.

So, It seems, as everyone expected, the method to create the static route works. I got fooled by something else.

Checking with the DSLReports site forum, I found threads on whether certain ISP's are locking you out of your modem, mostly for Spectrum, and also the Cox thread. They mostly say you may get locked out of your ability to log in, not have the web interface page completely not responsive. But, a few were mentioning that behavior as well.

Turns out Spectrum, and maybe Cox in some areas will change your login, so you can't log in, and have to do a factory reset to get in. But, another couple of guys mentioned that they couldn't get the page at all like me, and one thought its the web server in the modem flaking out and not responding, on a new firmware version they pushed lately, and a power cycle will clear it.

At any rate, (and I'm a bit of an idiot for not doing the test earlier) I had a chance to access the modem directly, again (wanted to get the last week old logs) and sure enough, not accessible with no router between! I power cycled the modem, yup... there it was up and running. Plugged it back thru the router, sure enough... I can access 192.168.100.1 on the LAN!! (we really need that old pound your head against brick wall emoji) I spent all that extra time thinking it was the browsers forcing https on a non https server....

So, to summarize, an Arris CM8200A can go into a state where it's web interface will not serve you a web page, but still will respond to a tool pinging port 80. Power cycling the modem will clear this. Unknown what causes this, seems to have a random recurrence time. Nefarious, intentional FW bug by Cox to prevent people reading cable modem logs and calling tech support complaining about stuff?? Naaa... we're getting paranoid. Maybe.

And no, the efforts of my Firefox browser incessantly trying to make everything https, despite having the "dont force https only" button selected... has nothing to do with it, the CM8200a will happily handle a https request, when its web server is functional. Doh!
