Cannot expand partition on 24.10

I am using cm4 as router. I can expand partition on 23.05.5 without problem. I am using ext4.
I tried 24.10 with any rc with the same method I did on 23.05.5 ,pi4 does not boot anymore. I have to reflash the sd card.

I follow the instruction from https://openwrt.org/docs/guide-user/installation/installation_methods/sd_card#expanding_the_filesystem

Do I need special method or anything to expand partition ?
