Can Wireguard be used for both site-site & client/router?

I understand Wireguard is an easier VPN to install into OpenWrt.
I've looked at the websites for both Wireguard & OpenVPN(.net).

Wireguard talks a lot about ip routing, OpenVPN is more understandable in what it can do.

I'm hoping to create a VPN to cover LAN - LAN (site - site) VPN. Ie ONE VPN covering 2 or more sites/routers, & same VPN catering for any remote device connecting to the (one) VPN.

Can I assume creating ONE VPN covering all LANS & remote devices would be considered standard for both Wireguard & OpenVPN?

WireGuard is actually a symmetric protocol (in contrast to openvpn) so it can be a "server" and "client" at the same time.
