Can 802.11r FT works without RADIUS server?

Can 802.11r FT works withot RADIUS server?
I have been setting up 802.11r using wpa2-psk auntification
but still i dont see no FT in my logs only 4 steps handshake
Is it possible that 802.11r simply doesnt work without RADIUS server on OpenWRT?
