I experienced a boot loop on the new 18.06.2 release for the d-link dir-885l device.
Returning to the previous release 18.06.1, also returned the device to a fully functional state.
Numerus resets or flashing using recovery mode did not help in the 18.06.2 case,
but ultimately helped me return to the 18.06.1 release.

Unfortunately I haven't got much more to tell since I never got access to the device. That's why I opted for a heads up, rather than I bug report.
The following case seems to have similar traits to mine:
Tried to install OpenWRT on my Xiaomi Mi WiFi Router 3 and bricked it. So, I wanted to try recovering it and connected a TTL-USB dongle to it.
Then, there are these observations.
If I connect the PC to router but do not connect the router to the power, the serial console is empty.
If I connect the PC to router, and then connect the router to the power, the LED on the router does not turn on and the console is empty.
