I am using OpenWRT on my Nanopi R2S, only with SQM enabled on pppoe-wan. I have fiber with 600MB down and 600MB up. With SQM the download speed is at most 300MB, there are some change that can be made, or is that the highest speed I can achieve on a network with pppoe and cgnat? I also think that nanopi processing does not support more than 300MB with pppoe.. Thank you guys

Run htop, see if the CPU is maxed out during usage.
When running htop only the 2 cpu gets at 100%. I've tried adjusting with irq balance and packet steering, but I wasn't successful
