I am looking for information regarding the policies / process / procedures for adding a vendor specific element to beacon frames through access points that are not OpenWrt.
Has anyone done this?

Are there any suggested resources for information related to this?

I'd look into hostap source and references first, and then the specific drivers if what you need isn't available through hostap. In the main, OpenWrt manages the APIs provided by hostap and its utilities and lets them manage the drivers.
