This could be a windows firewall thing... especially if you're trying to cross subnets or you haven't told it that it is on a trusted network.
Feel free, if you have the time, to start writing up a wiki article. I'll be happy to proofread. One complication is that everybody has slightly different requirements, so often each is bespoke. But if you think the recipe would be of generally wide appeal, by all means a wiki article could be a good idea.
